A bandit refers to a type of organized criminal that primarily operates on land. Otherwise, they act very much like most pirates, invading and stealing from communities.
Bandits in the world are regarded as the opposite to pirates in terms of views and ideals. While pirates focus on greater, legendary treasures, most bandits tend to target local villages and towns, rarely travelling to sea and remaining mostly situated in one region.
Types of Bandits
Mountain Bandits
The only known groups of bandits who have made an appearance are mountain bandits (山賊, Sanzoku?), some of whom are based on Mt. Colubo on Dawn Island. Higuma stated that the differences between pirates and bandits mean that they do not get along at all with each other.[1] They also do not pose a major threat to the World Government, as they mainly remain on their home island and local communities, rarely (if ever) setting out to sea. However, that does not mean that they are without infamy: Curly Dadan and her "family", who lived on the same island as Higuma, are stated to have accomplished a number of crimes "as many as the stars in the sky".[2] Higuma also had a bounty on his head, meaning he was at least a significant enough criminal in the region he operated.
The Mt. Atama Thieves are a specific group of mountain bandits that reside in Wano Country, taking residence in the forests of the Kuri region. Their leader, a samurai known as Shutenmaru, has achieved enough notoriety around the country for his great strength to the point of being courted by the Emperor Kaidou to join his pirate crew.

Trivia
- Desert bandits are a subtype of bandit that usually appear in non-canon One Piece media, such as the anime and One Piece Odyssey, usually inhabiting the Sandora Desert in the Arabasta Kingdom.
- While Agotogi is often counted among these, it should be noted that no official source has identified him as such.
- Vander Decken IX, despite being a pirate, was described as an "undersea bandit" (海底の盗賊?) by Pappag. This may be due to the limited area in which he operated.[3]
- One of Higuma's bandits was the first person to be shown killed after being shot by Lucky Roux.
- Jean Ango is known by the epithet of "The Bandit", despite being a bounty hunter.
- Roronoa Zoro is the descendant of a bandit from his mother's side. This is ironic as his home village was founded over the defeat of a bandit gang by Shimotsuki Kozaburo.
