Snitcher is a Marine Vice Admiral who disguised himself as an information brokering reporter. After a failed attempt to start a war with the Straw Hat Pirates and Cross Guild, he was arrested by Admiral Kizaru.[2]

He is the main antagonist of One Piece Premier Show 2025.[1]

Appearance

Snitcher is a man with shoulder-length black hair and eyeglasses. In his disguise as an information broker, he wears a white dress shirt, black boots, a newsboy cap with newspaper patterns, and his Marine coat inside out, with its newspaper pattern on the outside.[3]

In his true appearance as a Vice Admiral, Snitcher has long hair which is black on the right side and white on the left side. He wears a white vest, white pants, black boots, and a sleeveless Marine coat with "Justice" (正義, Seigi?) on the back. The lining of his coat features various newspaper articles. Unlike most Marines, Snitcher wears his coat properly with his arms through the coat, rather than as a cape. He also wears a golden necklace around his neck.[2]

Personality

Snitcher is a devout believer in the Marines' motto of "Absolute Justice", despising pirates with a passion and being willing to sacrifice anything, even the lives of his subordinates, to wipe them out. According to Koby, he is generally a level-headed and strategic thinker, but even this pales in comparison to his hatred for pirates. Additionally, he appears to be fairly overconfident, proudly gloating whenever his plans seem to be succeeding, even to the detriment of those plans; though this overconfidence is restricted by the hierarchy of the Marines, as he quietly deferred to Kizaru when the Admiral questioned him.

Having been present at the Summit War of Marineford, Snitcher considers it to be an amazing event and a massive success on the Marines' part, to the point of wanting to create another, even larger war with pirates.[2]

On top of that, Snitcher is described as "a little cheeky."[3]

Abilities and Powers

Snitcher is said to be a man who controls information on the seas.[1] He is a formidable fighter in his own right, capable of taking on an opponent of Emperor's caliber, and would have been able to win if he had not been distracted. Snitcher was also given command of the Pacifista Mark III for a period of time, giving him additional strength in battle. As a Vice Admiral, Snitcher has authority over all lower-ranking subordinates. However, after his arrest, he lost these privileges.[2]

Haki

All Vice Admirals are able to use Haki,[4] meaning that Snitcher also has the ability.

Devil Fruit

Main article: Riba Riba no Mi

Snitcher ate the Riba Riba no Mi, a Paramecia-type Devil Fruit that allows him to reverse time on people or energy. He uses this ability both in combat and to support his subordinates, when necessary.[2]

History

Summit War Saga

Marineford Arc

Snitcher was present at the Summit War of Marineford. His presence there inspired him to instigate another, larger war.[2]

During the Timeskip

At some point, Snitcher met Bartolomeo, doing something that Bartolomeo considered life-saving and gaining trust with the pirate.[2]

Wanting to put his plan on starting another war into motion, Snitcher approached the Marine higher-ups. He proposed a plan to prompt the Straw Hat Pirates and Cross Guild into battle with each other, weakening them both and allowing their captains to be arrested. While he faced some pushback, Snitcher managed to push his plan through, and set it into motion.

He took on a disguise as a reporter who doubled as an information broker, and approached Buggy. Gaining his trust, he told the captain about a rumored copy of the last Road Poneglyph the Straw Hats needed to reach Laugh Tale, prompting him to attempt to secure it first. Then, he arranged a meeting with Luffy through Bartolomeo and told him the same, as a means of putting the two Emperors into conflict.

His plan worked, and he was able to arrest Luffy and Buggy and trap them with seastone chains. He then attempted to arrest the rest of the Straw Hats, but they managed to escape into the island as well, so Snitcher set his subordinates to chase them.

As he waited, Snitcher was approached by Koby, who questioned his plan to capture the Emperors. Snitcher revealed that he actually wanted to cause a war, to Koby's shock, before returning to the base, where the pirates and Marines are now fighting. Snitcher engaged Luffy, but the two were stuck in a stalemate until Admiral Kizaru arrived, who granted access to two Pacifista Mark III. Snitcher used this to temporarily turn the tide of the battle, but he was eventually overrun, and retreated into the base.

There, he faced off against Luffy once again, reversing any attacks the pirate tried to throw. However, as Snitcher approached a victory, he was distracted by Buggy, allowing Luffy to land a blow and throw Snitcher into nearby water.

Soon after, Koby managed to stop the fighting, and he prepared to retrieve Snitcher. However, he was interrupted by Kizaru, who had his subordinates collect Snitcher and arrest him for his attempts to secretly incite a war.[2]
