Bufflo is a rather self-confident man who single-handedly takes on three powerful pirates from a notorious crew. As a Marine officer, he believes in justice.

Bufflo evacuated a group of Dressrosa citizens from a collapsed portion of the city when he ran into Nami, Franky, and Brook. Recognizing them as the Straw Hat Pirates, he attempted to arrest them, but was swiftly defeated.
